Mr. Javaid Jehangir holds a Master’s degree in English Literature from Forman Christian College, Lahore and an International Auditor Fellowship Programme from US General Accountability Office Washington, DC, USA.
He got his professional training from Asian Institute of Technology, Bangkok Thailand, International Institute of Public Service CT, USA and various reputable national institutions focusing on Public Policy formulation, Public Sector Auditing, Financial Management, and Performance Audit.
Professional Experience & Achievements:
Mr. Javaid Jehangir is a distinguished Public Finance Professional with a career spanning over 35 years in the Pakistan Audit and Accounts Service. His tenure as the 20th Auditor General of Pakistan is marked by pioneering reforms in Public Sector Auditing, Financial Management, and Governance. Mr. Jehangir's leadership has significantly elevated Pakistan's auditing standards, earning him recognition both nationally and internationally.
He is from the 9th Common of Central Superior Services of Pakistan (1981 batch) with considerable experience in international auditing including interaction with International Development Donors like World Bank, Asian Development Bank, USAID and JICA. During his professional career, spanning over three decades, he conducted special audit of Hajj Directorate Jeddah, Saudi Arabia and various audits of Pakistan’s Foreign Missions.
Mr. Jehangir held key Financial and Accounting positions in Public Sector Entities like Capital Development Authority Islamabad, Punjab Institute of Cardiology, Lahore Punjab, Director General/ District Accounts Offices Punjab, Deputy Military Accountant General Rawalpindi, Deputy Financial Advisor Pakistan Railways, Director/ Accounts Public Works Lahore and Treasurer & Senior Accounts and Finance Officer Pakistan Railways. He has successfully carried out Public Sector Financial Management, Financial Planning, Resource Allocation and Institutional Fund Management in these institutions thus contributing to the financial stability and efficiency of these organizations.
Mr. Jehangir’s contributions to the field of auditing were not confined to his administrative roles only. As Director Audit, he led in the Province of Punjab the implementation of Third-Party Validation exercise of Social Action Programme (SAP), a World Bank assisted project to promote and strengthen government initiatives relating to improvement of Social Sectors like Education, Health, Population and Public Health Engineering. He had been actively involved in the implementation of Financial Audit Manual and Performance Audit Manual under the Project for Improvement in Financial Reporting and Auditing (PIFRA-II). These initiatives brought qualitative improvements to Pakistan’s auditing practices, aligning them with international standards.
Mr. Jehangir’s influence extended beyond Pakistan’s borders. His work in Botswana as Advisor/ Head of Performance Audit brought about significant successful Change Management while bringing qualitative improvement in the working of the organization in the field of Performance Auditing. His efforts reduced the production time for Performance Audit Reports from on an average 18 months to 8-9 months. He became instrumental in earning SAI Botswana recognition as a leading organization in performance auditing in Southern Africa. During his stay in Botswana, he also trained the staff of SAIs Lesotho and Uganda in Performance Auditing and worked with the African Organization of SAI (AFROSAI) in their first ever Project of Parallel Audit in Southern Africa.
Central to Mr. Jehangir's legacy was his revitalization of the Policy Board, which he reconstituted as a strategic think tank and advisory body. This initiative was a testament to his belief in the power of collective wisdom and partnership. Under his stewardship, the Auditor-General’s Department embraced a culture of collaboration, engaging with stakeholders from the public and private sectors to shape policies that would drive the office forward.
It was within this framework that Thematic Audits were introduced, a groundbreaking approach that allowed for comprehensive evaluations across a specific area which involved several entities. These audits not only identified best practices in financial governance but also significantly improved the quality of audit outcomes.
In his quest to ensure the highest standards of audit quality, Mr. Jehangir established the Quality Assurance, Inspection, and Monitoring (QAIM) Wing. This Centralized Agency became a cornerstone of audit administration, ensuring the preparation of high-quality audit reports and finalizing the Audit Quality Management Framework in collaboration with the Asian Development Bank. The QAIM Wing's achievements under his direction were nothing short of remarkable, including the introduction of new scrutiny and minuting proformas for the Internal and External Quality Control Committees. These tools provided a structured approach to assessing audit report changes and enhancing the overall audit administration process.
Ethical governance was another pillar of Mr. Jehangir's leadership. He reconstituted the Ethics Committees at both the Regional Offices and Headquarters, ensuring they were functional and aligned with the principles outlined in the SAI Pakistan's Code of Ethics. His commitment to efficiency extended to the development of Standard Operating Procedures for the timely issuance of Mandatory Clearance Certificates for retiring officers, ensuring the prompt finalization of pension cases.
A forward-thinking leader, Mr. Jehangir championed the use of data-driven approaches, overseeing the creation of a computerized database for the annual audit plan. This innovation provided comprehensive information on audit reports and activities, streamlining processes and enhancing transparency. The procurement and implementation of the Audit Management Information System (AMIS) under his guidance further exemplified his dedication to leveraging technology to improve audit administration.
Mr. Jehangir served as a member of the Governing Board of INTOSAI, ASOSAI, and as the permanent Secretary General of ECOSAI. He was instrumental in establishing Memoranda of Understanding (MoUs) with various countries, fostering international cooperation in governance and public-sector auditing. Under his leadership, SAI Pakistan became an organizational member of the Board of Directors of the International Consortium on Governmental Financial Management (ICGFM), opening new avenues for influencing public financial management policies globally. In short, his efforts fostered international cooperation and enhanced the global standing of Pakistan’s audit practices.
In addition to these achievements, Mr. Jehangir established the Central Archives and Research Center, a comprehensive repository preserving the historical legacy of the Department from its inception in 1858 to the present day. This initiative not only safeguarded the Department’s history but also promoted a culture of continuous learning and research. Additionally, he developed the library into a modern research hub, further contributing to the intellectual growth of the institution.
Under his strategic direction, SAI Pakistan developed comprehensive plans to enhance the competency profile of its workforce, improving morale through targeted incentives and support. He trained staff of not only SAI Pakistan but also of other SAIs like Saudi Arabia, UAE, Nepal, Bangladesh, China, Afghanistan, Turkey, Oman, Malaysia, Indonesia and Maldives.
Mr. Jehangir is married and has three children.
